Reeve Kutzan called the meeting to order at 9:00 am

Whereas the Federal Government commissioned a committee to do a “Strategic
Review” of Canada Post corporation;
And Whereas the Federal Government must maintain the moratorium on
POST Office closures;
And Whereas the recommendations of the Strategic Review Committee will
only lead to further privatization of rural post office;
And Whereas All rural Canadians no matter where they live are entitled
to the right to a full serviced Federally operated Post Office in rural
communities;
Therefore Be It Resolved that the Council of the Rural Municipality
of Grandview demand that the Federal Government continue to enforce
the moratorium on closures of rural post offices and abandon all proposals
put forth by the strategic review committee of further privatization
of all rural postal services. Carried
Be It Resolved that the Cliff Kutzan attend the Manitoba Planning Conference
being held in Brandon October 28-30;
And Further Be It Resolved that the all expenses be paid by the municipality.

Be It Resolved that the CAO attend a FIPPA seminar sponsored by the
MMAA being held October 2, 2009 Winnipeg;
And Further Be It Resolved that all expenses be paid by the municipality.

Be It Resolved that the CAO attend a Payroll seminar sponsored by the
MMAA being held October 9, 2009 in Winnipeg;
And Further Be It Resolved that all expenses be paid by the municipality.

Whereas the RM of Grandview has received an application to subdivide
a portion of property located at SW 25-23-24W;
Therefore Be It Resoled that the said subdivision is hereby approved
by the council of the RM of Grandview with the following condition:
(1) MB> conservation – environment – indicates that the
change of location for the existing
Sewage ejector will require an application to register an onsite wastewater
management
System, therefore the owners get into contact with the Environment Officer
regarding the re-location of the existing sewage ejector.

Whereas PARC is applying to the Parkland RDC for funds to assist in
a flyer brochure promoting PARC:
Therefore Be It Resolved that the Council of the Rural Municipality
of Grandview support PARC in their Project. Carried
Whereas PARC is applying to the Parkland RDC for funds to assist in
a Parkland advertising booklet to elevate the image of Parkland for
business development, etc;
Therefore Be It Resolved that the Council of the Rural Municipality
of Grandview support PARC in their project. Carried
Whereas the Heartland Lanes is applying to the Parkland RDC for funds
to assist in the restoration of the bowling alley in Gilbert Plains;
And Whereas this venture will be a viable recreation asset to the surrounding
area for the youth and seniors;
Therefore Be It Resolved that the Council of the Rural Municipality
of Grandview support the Heartland Lanes Cooperative Ltd. in their efforts
to obtain funding for restoration of the bowling alley in Gilbert Plains.

Whereas the RM of Grandview has to be PSAB compliance for the year 2009;
Therefore Be It Resolved that the RM of Grandview approve additional
costs associated to meet the PSAB requirements from Sensus. Carried
